Standing Liberty Quarter Dollar
American sculptor Herman MacNeil was awarded the prize of designing a new quarter for 1916. MacNeil's obverse design features the figure of Lady Liberty standing in front of a gate. On her left arm is a shield and she carries an olive branch in her left hand. Strongly influenced by Art Noveau, MacNeil incorporated a bit of nudity in his design, a first for an American coin, by leaving Liberty's right breast exposed. The word 'LIBERTY' appears above her and the date below her. The words 'IN GOD WE TRUST' and thirteen stars appear on the walls of the gate to either side Liberty. The reverse features an image of a flying eagle. The legend 'UNITED STATES OF AMERICA' appears above the eagle and the denomination, 'QUARTER DOLLAR', below it. Just below the legend 'UNITED STATES OF AMERICA', the words 'E PLURIBUS UNUM' appear in small print. There are 7 stars to the left of the eagle, along the edge of the coin, and 6 stars to the right.
It is impossible to say why MacNeil's design was changed toward the latter part of 1917, but when the Mint was done, Lady Liberty's breast was covered in a shiny piece of chain mail. In addition to covering Liberty's exposed bosom, the Mint raised the eagle within the reverse field and rearranged the surrounding stars, moving three stars below the eagle. The Standing Liberty, No Stars Below Eagle Quarters were issued in 1916 and 1917, it was replaced by the Standing Liberty, Stars Below Eagle design with Liberty's breast covered in 1917.
